Android Versions and their Locales
The system image included in the downloadable SDK platform provides a variety of built-in locales. In some cases, region-specific strings are available for the locales. In other cases, a default version of the language is used. The languages that are available in the Android system image are listed below (with language_country/region locale descriptor).

Note: The Android platform may support more locales than are included in the SDK system image. All of the supported locales are available in the Android Open Source Project.

is not that simple
at the moment of firmware creation, the manufacturer can choose wich languages to be avaible (is a matter of rom size, more languages, more heavy firmware)

that is why not all the languages are always included

i will say most of the time....
is a very rarae ocassion when you see a firmware with all the avaible languages.

that is why devices developed for certain regional market just include that region languages. (in example, a tablet made for asia market will nor have easter europe languages)
